RULES AND REGULATIONS OF SHYAMBAZAR LAW COLLEGE
BACHELOR OF ARTS BACHELOR OF LAWS 5-YEAR COURSE (B.A. LL.B. 5-YEAR COURSE)
1. NOTICE BOARD:
Student should take great care to look up the Notice Boards on coming to the college and while leaving the college. No excuse will be considered if notices on the board are ignored. It is responsibility of the students to read the Notice Boards regularly for important announcements made by the college office from time to time. The notice displayed on the Notice Boards shall be deemed to have been served on the students.
2. DRESS CODE:
It is recommended that students come to college in simple and unostentatious dress suitable for an academic environment. Students are requested to be dressed neatly and decently.
3. SMOKING AND CONSUMPTION OF ALCOHOL:
Smoking and consumption of alcohol within the College premises or entering the college premises having consumed alcohol is strictly forbidden. Any students found smoking or under the influence of intoxication of alcohol / drugs in the college shall be liable for strict disciplinary action, even expulsion from the college.
4. IDENTITY CARD:
Each student shall be provided with Identity card. This card is to be carried by them always whenever he or she is in the college premises and present the Identity Card for inspection on demand.
The Identity Card should not be passed on for use to anyone else, otherwise the owner of the card shall be held responsible for any misuse, damage or loss caused by user.
If the Identity Card is lost the college office must be informed immediately. New Identity Card will be issued on payment of necessary charges.
In case of transfer or withdrawal from this college the Identity Card must be returned to the college office.
5. MOBILE PHONE:
Use of mobile phones, walkmans, i-pods etc within the college premises is not permitted. Mobile phones shall be confiscated if the students are found to be using phones in class rooms.
6. POSTERS:
No posters are to be posted or fixed with cello tape anywhere on the college walls. Strict punishment shall be imposed if anyone is found writing on the walls.
7. PARKING:
Cars, Bicycle, Cycles of the staff and students are to be kept at the owner’s responsibility. The college shall take no responsibility of any loss/theft of vehicles. Good civil sense demands that vehicles should be kept in parking area and the parking fees are to be borne by the owners.
8. RAILWAY CONCESSIONS:
Railway concessions shall have to be arranged by the students themselves. However college will issue necessary concession orders so that students can avail railway concessions.
9. CLASS ROOMS:
The College Class Rooms should not be used for Private study outside college hours without written permission of management. Students must make all possible efforts to consume electricity and water. They must switch off lights and fans when they leave class rooms, laboratory, library etc.
10. RAGGING:
Ragging of any kind and magnitude inside / out site the college campus shall not be tolerated and stringent disciplinary action will be taken against the accused. Any incident of ragging must be brought to notice of the Principal / Teacher-in-charge.
Students are prohibited to take part in ragging or any other activity which is detrimental to the dignity of college. Any students violating the college regulations shall face disciplinary action.
11. LOITERING:
Students must not loiter inside the college premises while the classes are on. Loud talking, loitering or congregating, being a source of destruction and annoyance to others is not permitted. Loitering around or littering in the college campus or corridor are strictly prohibited.
12. ABSENCE:
In case of absence of any student on account of illness, the Principal / Teacher-in-charge should be informed by the parent’s personally and on resuming the student should report to the Principal / Teacher-in-charge along with medical certificate in support of his / her leave.
13. SOCIETY AND ASSOCIATIONS:
No Society or Association shall be formed in the college and no outside person should be invited for addressing or conducting any meeting without the prior permission of the management. No student shall collect any money or contribution for any unauthorized activity without be prior permission of the management. Serious action will be taken against students found organizing or participating in such unauthorized activities.
14. COLLEGE PROPERTY:
Students are expected to take proper care of college property and help the college authority in keeping the premises clean. Damaging college property like disfiguring walls, doors, fittings or breaking furniture and misusing college assets shall be considered as breach of discipline and guilty shall be duly punished. The students have to compensate for the damage caused to college property by their negligence or by causing willful damage. Defacing of walls of the college shall be viewed seriously.
15. CONDUCT:
Each student shall conduct himself / herself both within and outside the campus of the college in a manner befitting a student. Each student shall show due respect and courtesy to teachers, administrators and staff of college and behave in a good way with fellow students. Lack of courtesy and decorum, unbecoming conduct within and outside the college, willful damage to college property, removal of any property belonging to the college or fellow students or other personnel of the college, use of abusive and offensive language, disturbing fellow students in their studies, breach of rules and regulations of college, adoption of unfair practices in fests, quizzes, assignments or examinations, noisy and unruly behavior shall constitute violation of the code of conduct. Any kind of violent conduct in the college in strictly prohibited.
16. SAFETY:
Students shall observe all safety precautions. College shall not be responsible for any accident of whatever nature in the college or play ground or during any educational tour / trip. Health and safety rules are to be strictly obeyed by the students.
17. ATTENDANCE:
A candidate shall be considered to have prosecuted a regular course of study if he has attended 70% of the total lectures delivered in the subjects concerned as also the Moot Court, Tutorials and Practical Training conducted in the subject taken together provided that if a student for any exceptional reasons fails to attend 70% of the classes held in the subject, the Vice Chancellor or the University, Dean of the Faculty or Principal of the College as the case may be, may allow the student to take the examination / test if the student concerned has attended at least 65% of the classes held in the subject concerned.
18. RE-ADMISSION:
If a student fails to attend required number of classes and is declared discollegiate in any academic year, he may take re-admission within one month from the date of commencement of the classes. There will be no re-admission for a student who has failed in the end semester examination.
Provide further that in all cases of re-admission a student has to pass B.A. LL.B final examination within eight years from the year of first admission.
Explanation: If at any point of time it becomes clear that a student will not be able to pass his B.A. LL.B Final Examination within eight years from the year of first admission even if he passes all the subsequent examinations in the first chance, he shall not be allowed re-admission to continue his study.
19. Transfer:
As per norms of the University of Calcutta, transfer from a self financed Law College to any Government or Government Aided Law College is not permissible. If any student gets himself/ herself transferred from Shyambazar Law College( a self financed Law College)at any point of time in the middle of his/her full course tenure of 5 years , by violating the said norm, he/she shall have to clear /pay all the dues fees up to the final semester( 10th Semester)and do the same at his/her own risk and in that case he/she have to collect his/her marksheet(s), registration certificates etc from the University of Calcutta. The college authority shall not be liable or responsible for such self determined transfer of the student at any point of time and/ or under any circumstance. However the above condition is not applicable for students eligible for Honours, but in that case also student shall have to apply with valid reasons to his/ her College for the transfer certificate.
Further students willing to discontinue the course shall have to take written permission from the Department of Law , University of Calcutta and submit the same to the College authority , clear all the dues of the college before being permitted to discontinue the course.

The students in the Tenth Semester shall undergo Practical Training as provided in the four papers prescribed in the syllabus. The written part of each Paper shall be evaluated centrally as notified by the College. Each candidate shall submit four Diaries or Note Books, one for each paper, to the College which will be sent to the Controller of Examinations by the end of the Tenth Semester. All the Diaries or Note Books shall be written by the candidate himself. The detail components of written part of each Practical Paper to be sent for central evaluations are as follows:

DETAILS ON EXAMINATION, ASSESSMENT, RE-EXAMINATION
BACHELOR OF ARTS BACHELOR OF LAWS 5-YEAR COURSE (B.A. LL.B. 5-YEAR COURSE)
1. EXAMINATION:
First semester to Tenth Semester Examinations in Law shall ordinarily be held at the end of each Semester and shall commence at such time as the concerned authority may fix and direct to be notified.
Explanation: Odd Semester and Even Semester Examinations shall be held alternately.
Any candidate who has prosecuted a regular course of study, so far as the subjects for First Semester to Tenth Semester Examinations in Law are concerned, may be admitted to the respective examination on submission of Application in prescribed form along with prescribed fees within the stipulated time. A candidate, who fails to pass or present himself for the examination, shall not be entitled to a refund of the fee.
As soon as possible after the examination the University shall publish a list of successful candidates.
If a student after completion of a regular course of study for any one of the Law Examination does not present himself at the examination immediately after such completion or appears but fails or tails to complete the examination on account of illness or any other reason, he amy appear at the immediately succeeding examination of the same standard.
End Semester Examination of each paper except the four Practical Training papers shall be of three hours duration carrying 80 marks and remaining 20 marks shall be for internal assessment.
2. INTERNAL ASSESSMENT:
In each paper the concerned subject teacher shall conduct class test for 20 marks. In case a subject is taught by more than one teacher, the Principal of the College shall allot the subject to one of them.
Viva-Voce of Practical Training- I, II and IV carrying 10 marks each, Moot Court of Practical Training – IV carrying 30 marks and Basics of Conciliation and Negotiation of Practical Training- III carrying 10 marks shall be internally assessed by the college.
The Viva-Voce Board for College shall consist of at least two Members. Dates of Viva-Voce Examination shall be notified by the College along with the Program of Written Examinations.
In order to pass any semester, a candidate must obtain at least 30% marks in each paper and 40% marks in aggregate.
3. BACK PAPER EXAMINATION:
If a candidate appears in all papers but fails to secure 30% marks in not more than two papers or less than 40% marks in aggregate in any Semester, he will be allowed to appear in not more than two papers along with the examination of higher semester. A candidate will be allowed to appear in such examination only for two consecutive chances to pass the respective semesters. However, such candidate shall be promoted to the next higher class if he fulfils the requirements of attendance of class.
Explanation: Absence in any examination for any reason shall be counted as chance.
4. RE-EXAMINAION:
Candidates may apply in the prescribed form for post Publication Re-examination of their answer scripts in not more than two theoretical papers provided that they have secured at least 35% marks in the aggregate of the remaining papers taken together.
5. CANDITATE FAILS TO OBTAIN 40% MARKS IN PRACTICAL PAPERS:
If a candidate fails to obtain 40% marks in any of the Practical Papers, he will have to undergo the whole assessment process of the paper concerned.
6. FIRST CLASS AND SECOND CLASS:
A candidate securing not less than 60% marks in aggregate in all the ten semester examinations taken together shall be placed in First Class and those who will secure at least 40% marks in aggregate but below 60% marks shall be placed in Second Class.
Regulations for the Degree of
Bachelor of Arts Bachelor of Laws 5-Year Course of University of Calcutta. (B.A. LL.B. 5-Year Course)
1. SHORT TITLE:
These Regulations shall be called Regulations for the Degree of Bachelor of Arts Bachelor of Laws 5 – Years Course of University of Calcutta.
2. ADMISSION:
Every candidate for the degree of Bachelor of Arts Bachelor of Laws (B.A. LL.B) shall satisfy the following conditions.
(i) Passed 10+2 or its equivalent from the Board recognized by the University of Calcutta in the year 2015 -2017 (for General); 2013 -2017 (for SC/ST) and 2010 -2017(for PWD) only
(ii) 10+2 Level Marks obtained from the Board recognized by the University of Calcutta : GENERAL: At least 45% marks in best four subjects. (Excluding Environmental Studies of WBCHSE).
SC/ST/PERSONS WITH DISABILITY (Disability 40% or more) :At least 40% marks in best four subjects.(Excluding Environmental Studies of WBCHSE)
(iii) Candidate passed 10+2 from the Board other than WBCHSE, ISC,CBSE and Rabindra Mukto Vidyalay have must obtained “EQUIVALANCE CERTIFICATE” from the office of the Registrar,( Equivalence Section) University of Cal-cutta, 87/1, College Street, Kolkata-700073 by a written application in plain paper with relevant photo copy of 10+2 Mark Sheet. Certificate will be required at the time of Admission. It will be safe to obtain the certificate before online application submission.
3. ADMISSION PROCEDURE:
Admission to Bachelor of Arts Bachelor of Laws (B.A. LL.B) 5-Years Course shall be made in order of Merit on the basis of an Admission Test to be conducted every year by the University.
NOTE:
Marks & Application Fees relaxations as well as seat reservations are applicable for those SC/ST applicants who have valid certificate from the competent authority of the Government of West Bengal only. Marks & Fees relaxations as well as seat reservation are applicable for those PWD applicants who have valid certificate with disability of 40% or more from the Competent Authority
